    I think I found the answer, at least partly.

In 1900, Union Twp, Washington Co. KS, ED142 Sheet 4a, pg 181 is:

Edna Deegan, age 19, living in household of John Deegan (maybe Dugan?)

On the next page is:

Mary Kerr, age 20, living in household of Alaxander Kerr.

In 1900, David Vinson is enumerated in Union Twp., ED142 Sheet 2a, but Artie is not in the home in 1900.  In 1920 Artie and her husband, James Epperson are living in Fairbury, and David is living with them.  In 1910, I found David and Artie and her two children living in Fairbury.  Artie is recorded as having been married 11 years at that time to her first husband, so Artie was already married to her first husband, ??????? Throckmorton, in 1900.

In 1900 Union Twp., ED142 Sheet 5A is:

Thomas P. Emery, b. Jan 1838 in IL, with a son William, age 20, b. May 1880 in IA.

I did not locate everyone in Washington Co., but I'm guessing this photo was taken a few years before 1900, possibly a graduating class photo, and the others had moved away or married by 1900.

This Thomas Emery is recorded with his parents both born in Pennsylvania. He has been married 35 years.

Jesse B. (son), Jul 1873 in IA
Lillie, Aug 1874 in IA
Clarence, Dec 1876 in IA
